BAFA Funding Hamburg: Why it is 50% here – and how you can still reach 80%
In Hamburg, the BAFA consulting grant covers 50% of consulting costs, up to €1,750 – not the often cited 80%, which applies only in structurally weak regions. With INQA-Coaching, however, companies in Hamburg can also reach 80% nationwide.
In Hamburg the BAFA consulting grant covers 50% of consulting costs – based on an assessment basis of €3,500, that is up to €1,750 in funding. The frequently cited 80% apply only in structurally weak regions, i.e. in the new federal states and Berlin. Hamburg is not included.
A widespread misconception
Hardly any funding topic is misrepresented as often. Numerous articles state in general terms “up to 80% BAFA funding” without mentioning the regional tiering. For companies in Hamburg, this regularly leads to miscalculations: 2,800 € are expected, but up to 1,750 € are approved.
- Structurally weak regions (new federal states, Berlin): 80%, up to 2,800 €
- Other regions (including Hamburg, Schleswig-Holstein, Lower Saxony): 50%, up to 1,750 €
The assessment basis of 3,500 € is identical nationwide. Only the funding rate differs.
This is how companies in Hamburg still reach 80%
In Hamburg, the path to 80% does not go through BAFA, but through the INQA-Coaching program of the Federal Ministry of Labour and Social Affairs. This program has no regional tiering: the funding rate is 80% nationwide, and the funding volume is also significantly larger.
- INQA Coaching: 80%, up to €11,520 grant, €2,880 own contribution, up to twelve coaching days
- BAFA in Hamburg: 50 %, up to €1,750 grant
For Hamburg SMEs, INQA-Coaching is usually the significantly stronger instrument — provided the company has been in existence for at least two years and has fewer than 250 employees.
When BAFA funding in Hamburg is still worthwhile
Despite the lower rate, BAFA funding remains an option when there is a clearly defined consulting topic for which twelve coaching days would be excessive — for example, a one-time assessment or a data protection issue related to the use of AI. A subsidy of €1,750 with a personal contribution of €1,750 is worth taking. Please note that the program is limited until 31.12.2026 and requires a consultant listed with BAFA.
Frequently asked questions about BAFA funding in Hamburg
Do I really not get 80% BAFA funding in Hamburg?
No. The 80% rate is tied to classification as a structurally weak region, which does not apply to Hamburg. In Hamburg, the funding rate is 50% on an assessment basis of €3,500, so the grant is a maximum of €1,750.
Which program provides 80% funding in Hamburg?
INQA-Coaching. It is a federal program without regional scaling and funds 80% of the costs, up to €11,520 for twelve coaching days. Requirements include, among others, fewer than 250 employees and at least two years on the market.
Can I use both programs?
Yes, for different, clearly separated topics and with separate applications. Double funding for the same service is excluded.
By when must the BAFA application be submitted?
The current program phase runs until 31/12/2026. Since the consulting may only begin after the funding approval and processing takes time, the application should be submitted well before the end of the year.
